Highlights:

Biobehavioural survey guidelines for populations at risk for HIV  (the Blue Book) thoroughly updates the previous Red Book. It was produced by a collaboration of UNAIDS, WHO, the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the U.S. Centers for Disease Control and Prevention (CDC), and FHI 360. The updated guidelines cover all aspects of surveying key populations, with new emphases on three objectives.

  1. Describing sampling methods for hard-to-sample populations
  2. Integration of methods for estimating size of key populations
  3. Inclusion of biomarker measurements in surveys
