Six program types were identified: technical assistance, educational outreach, grants, awards, filing fees, and non-reporting penalties. filing fees lead Filing fees led to a significant (22%) increase in reported releases whereas non-reporting penalties lead to a significant (23%) decrease in reported releases. Technical assistance programs led to significant (20%) reductions in facility level releases.
