The guidebook describes four dominant consumer segments, each characterized by specific attitudes towards fuel efficiency and each exhibiting unique barriers to fostering demand for highly fuel efficient vehicles. The guidebook then provides a range of practical and actionable measures that target the barriers for each consumer segment. The list of actions is then further subdivided according to the appropriate messenger: government; non-government organization (NGO); consumer affairs group; or automotive dealer. In total, the guidebook identifies 28 potential interventions that target specific barriers.
